Subpart D performance managment 9901.401 to 9901.409 How will NSPS insure fairness and accuracy? In PHNSY we have multi-trade supervisors. The supervisor you work for may not be in your specific trade and cannot make a judgement as to how you are performing. To make the rating system you are proprosing fair there should be no distinction between a veteran and a non veteran. Job performance should not be based on your civil service status. I have worked in this shipyard for 30 years. Veterans attitudes can be very demoralizing. They don't have to work in a system that protects them. All non veteran personnel must be displaced before them. How can you motivate such a person to do their job? Subpart F Workfoce Shaping 9901.6012 to 9901.611 No seniority during a RIF? Have you taken into consideration that blue collar jobs in PHNSY require physical labor? As you age you will slow down and not be able to compete with younger people hired to continue your trade work. Using only job performance does not take into consideration the knowledge that younger workers have not developed without on the job trainning. We are not office workers! I joined this system to be able to retire at the required age and time in service. Without seniority how will you ensure younger workers that they will not be sent out to pasture before they can retire? Who would want to work for the Federal Goverment? General Comments: First line supervison or lack of it has always been a problem. I think you should set up a school that will properly train them before they are sent to the waterfront to do work. On the job trainning does not work for this type of job. They should have all the computer, EEO, payroll and basic managment skills needed to suceed at the job they were sent to do. Civil service workers should retain they rights to bargin and be represented by their appointed unions. Being an all controlling entity is not a fair system.
