To Whom it May Concern: From what I've read it sounds like there are no specific ground rules on how things are going to be handled in judging performance, pay and also the distance an employee could be required to travel if the manager decides the employee should go to a different office to work of the same branch of government. It also looks like it will cause a high rate of competition in the distribution of workload along with stressful relationships among employees concerning ownership of performance activities. Personally too, it looks like it would be hard with these rules to keep employees at times because of the pay pool and the factor as time goes on the employee may be able to acquire work with a different company because the same protections would be offered outside the government.
