PAY, ADVERSE ACTIONS AND OTHERS: To ensure fairness and accuracy, Defense employees should be able to appeal any performance rating to an independent grievance and arbitration process as they can do now. The Secretary has enough responsibility without adding civilians to the list. Without the current system in place, we are going to see more instances of what occurred on March 11, 2005 to a former employee of Yorktown Naval Weapons Station, Atlantic Ordnance Command, Yorktown, VA 23691. His name was Mr. Robbie Westerfied. He was injured on the job and collected workmens compensation. He was laid off in fall of 2004 and he applied for disability at that time. On March 11, 2005 Mr. Westerfield shot himself. I heard that he was a veteran. I know that Mr. Westerfied was willing to work a desk job because I had talked with him. Mr. Westerfied leaves behind a wife and two little girls. May God bless his family and may he now rest in peace. This is one of the reasons I oppose the implementation of NSPS.
