The only concern I have is making sure there is a formal grievance process in the system. There are going to be times that a supervisor is going to have personality conflicts with employees and unduly take out the personality conflict on the employee and there has to be some type of process in place to hear the concerns of employees if/when that happens. Other than that there is a LOT of merit in this new system. Although I have been with the government 23 years and now on the side of reaping the benefits of the longevity versus work performance for RIF etc. I whole heartedly believe that making the changes that RIF is based on work performance not on years of service is the way to go. I've seen too much dead weight be left in a organization after a downsizing because the people who got the positions were long time government employees and not necessarily the best value for the government. I also like the permanent ability to offer Early Retirement. Thank you for the opportunity to express my opinion.
