Regarding Pay for Performance: I think that NSPS will eventually lead the the destruction of the Federal Civil Service. Measuring performance has always been a problem in Federal Civil Service. It is a problem with most government and civilian organizations. Most of the time, it is how well your supervisor likes you. If he/she does not like your race, religion, politics or whatever, you are finished in his department (or career) no matter how well you work or how much you know. I have seen people of little knowledge and skill be promoted to positions they were not qualified for because they had political connections or friendship with the supervisor. Currently, we can attempt to address such situations and perhaps get some fairness. However, under NSPS, corruption and injustice will be codified into federal law (NSPS) and we will just have to live with it or quit or retire early from federal civil service. The old/current GS System was created to decrease corrupton and politics in civil service. NSPS will bring the corruption and politics back into federal civil service. It will increase the cost of doing federal business. It will not save the tax payer any money in the long run but just cost more and raise taxes. Since performance is based on subjectivity and will affect your pay under NSPS, many good and decent workers will lose their pay, morale and dedication. These type of things will destroy federal organizations in time. When the federal work force has been totally demoralized and most of its experienced workers leave/retire early in disgust, who will take care of business? By that time, it will be too late for the country to recover.
