Allowing each supervisor to set the criteria on which to grade employees, opens federal civil service up to the arbitrary whims of each supervisor. We have a supervisor who judges her employees on their dress, their participation in the “secret Santa” gift exchange, potlucks, baby showers, gifts to a “needy family” that she chooses, and purchases of her grandchildren’s Girl Scout cookies. As you can see, these have nothing to do with job performance. A person like that is going to decide whether or not I get a raise each year??? And she’ll decide how much of a raise I get? This is a ridiculous proposal by Rumsfeld.
