Understanding the need to overhaul the HR/Pay aspect of civil service, I find it disheartening that such a method as the NSPS is to be used. Twenty-four years in civil service, I've worked for/with many people. Many military supervisors just can't relate to civilians, thus many attempt to impose military practices on civilians. An open PD is a horrible thing. Then of course the good o'le boy network. Yes it still exist from VA to SC and yes even in Japan and HI. The NSPS system will do nothing more than compound an already existing problem. As for rewarding employees for performance, isn't there currently programs in place for that. These awards have always been at the supervisors discretion...time off awards, step increases (pay increase) and even one time cash awards. Each organization is suppose to budget for such. You speak of needing to get civil service on the same playing field as the private sector, then whats up with the salaries. For years it has been acknowledge that the civil servants pay is behind the private sector, but yet a system such as NSPS is put in place to award performance....hmmmmm. One would thing the top priority would be to finally bring the civil service pay up to par, but then again the people making the deceit salaries are at the top of the food chain. We are public servants not private. You want to make it an even playing field then why not fix the obvious instead of covering up the field with concrete.
