My perticular comments adresses as to why there is no Grandfather Clause associated with this proposal. I am withing 5 years of my retirement and single parent with three children in College and live in a high cost area. Eliminating the cost of living differential currently would cause a severe hardship to me. I have attended college so threfore my income was not just giving to me but earned. I have no problem with making changes in the current system but at the same time those individuals that have given their all for so many years should not be tossed asside. This system will also produce a lot of favortism and preference treatment something that up to now could be avoided. Your changes will effect mostly the lower rank people that have been very loyal and dedicated not the large higher grade and beurocratic few.
