While I would agree that modifications are needed to the current system, I have a concern over 1 issue in particular....longevity needs to be rewarded. Pay for performance is absolutely needed. Outstanding performers need to be rewarded. My concern is over the steady, day to day employee that is always at his post carrying out his assigned duties. He may not be "outstanding" but he's certainly performing at a satisfactory level. Why shouldn't someone like this be rewarded for longevity? The military pay chart rewards longevity and, I think, rightly so. You are setting up a system whereby only certain individuals will be rewarded financially which can only lead to increased competition between colleagues for the few raises that will be available. This will contribute to a lowering of morale and esprit de corps. Teamwork is absolutely necessary in almost every work area and setting employees against one another, as this will, is a mistake. Please rethink your decision and reward longevity in some meaningful manner. Pay for performance is great....but please don't leave out the steady performers.
