Overall, there has been a great concerted effort to research and draft this proposal for implementation. I would be a fool to believe that my comments are going to stop your steamroller. I've been a federal employee for both DHS (TSA) and DoD (29 years total) and I must say that this new program has "patronage" written all over it. The employees who cow-tow to their bosses will be the ones who get the raises. The degree of office politics that will be introduced into this new process will be phenomenal and that breeds nothing but contempt and frustration. I anticipate a decrease in productivity and an increase in employee gifts to supervisors. I would really be curious to know if suicide and homocide rates increase among agencies that participate in this program within the next few years. Here's a simple rule for you, "if it ain't broke, don't fix it".
