Addressing the overall system: My activity uses a system called Personnel Demo for some employees. It is supposedly a totally new and different system from GS and WG, but in practice it is almost exactly the same. The only difference is that employees under Demo do not get automatic pay increases or bonuses. Pay increases or bonuses are at the whim of supervisors who may or may not judge the employee objectively. GS employees get a bonus at evaluation time and regular "within grade increases." Most people here who are in the Demo system would prefer to be back in the GS system, just for the increases. As for evaluations and performance expectations, they are no different under Demo than under GS. You get a vague set of performance expectations and a couple of times a year each year (once to set up, once to evaluate), your supervisor spends a few minutes talking to you about your performance. That is how it is in GS and how it is in Demo, in spite of what the upper echelons may believe.
