I do not concur with changes being considered under the NSPS system. Current system allows for giving pay increases based on performance and is more controllable versus the proposed system. Also the agency is still controlled by available Civilian Personnel Pay available so no real system will be available since the manager will be subject to finance having funds available, thus not really having a system which is truly awarding outstanding performance when it is restricted to 1.5% bonus or only one performance award in the unit. The current step system has a check which allows the supervisor to deny increase if the employee is not performing satisfactorily. The new NSPS will only cause more issues with personnel management in acts of favoritism and the good old boy network. Executive orders should be used to allow flexibility in hiring/movement of personnel within DOD due to National Security Reasons and the current GS system and bargaining/merit protections should be maintained. The NSPS is just an attempt to raid civilian personnel funds by implementing broad pay bands and hiring junior personnel at the lowest pay range available to redirect appropriated funds elsewhere in DOD.
