I am looking forward to the new system, friends I have on it currently like it and to-date have not encountered any problems with it. I do have a few concerns: 1. In the RIF situation why does veteren preference still counts but a civilan seniority does not. Isn't it basically the same thing, you are giving credit to the vet for his time in service not whether or not that he knows or is performing his current job well. 2. Supervisor accountablity; the feedbacks should be "mandatory" not merely recommended as it now and military must be required to attend civilian training. I seen more than one brush it off as non-essential. 3. What oversite on hiring practices will there be to control the "good old boy" system of hiring. Recently the career civilians have seen a decrease in promotion opportunities because of the changes in the "hiring of officers". Retired officers are flocking into the GS system and trust me they don't want the grades under a GS-12. Miltary are hiring retired military and passing over civilians looking for advancement.
