Sir, I already completed the survey, but have one additional comment. This reminds me of the early 1980's when all GS-12 and above were changed to the GM designation system. Again this was supposed to be a new system to motivate and produce better performance and output. Step increases were done away with. Instead, you could get up to a 2% yearly bonus (step increases are worth 3%). This system lasted for 4 or 5 years and then abandoned. All it resulted in was was a loss of thousands of dollars in salary compared to the GS system. This was not a one time loss, but actual reductions in salary then that which would have been otherwise received. A bad system. And I fear this system will be the same. Al Wolven
