Comments:
General comments. Congress greated the Civil Service General Schedule for a reason. It appears that not much serious thought went into those reasons. First, Congress will lose control over federal employees under the new system. I find it difficult to believe that Congress is willing to agree to this. Second, the new system assumes that federal "managers" will be able to perform in the capacity of managers. My experience tells me that this could not be further from the truth. We need the General Schedule system to control the "managers". I cannot stress this strongly enough. The new system is going to make discrimination legal.
