I have two areas of concern: 1) I didn't see the actual rules that will be followed on a RIF. 2) I work for a command that rarely has money for bonuses, meritorious step increases, etc. How is it that we would suddenly have money to give personnel pay increases. Also, do supervisors have to rank their employees? If you have several who are outstanding, it could cause a "dog eat dog" attitude as opposed to a team effort. Favortism would also be easy to slip into ratings.
