Annual Pay Increase based on Performance: Is there a cap on salary that would prevent an employee from receiving an increase in pay based on performance? Currently, whether or not the employee is performing at a high level or low level, some only receive the annual increase for cost of living and nothing for performance because they are capped out for their grade.
