Without knowing all of the details, the theory sounds good. However, I can see the pay raise portion becoming inflated and abused. At PNS, we saw similar abuses when we used to use a performance appraisal form that was based on NAVSO-12430/9. There was no standard or parity even across branches within an organizational code. Some employees were discriminated just for working in the wrong branch. In order to prevent abuses, I believe that supervisors (pay and their record of increases for their employees) and employees should have their pay, increases and bonuses posted and available for public viewing. I relaize that this poses a potential privacy act problems. However, I'm sure that some sytem could be made available that would prevent abuses, accusations, questions and dissention.
