My biggest concern is that I see this opening a door to corruption. Managers can easily deny raises of their employees and give the raises to their "chosen" employees or theirselves. In the end, it is always managements decision concerning our performance measures. What I see as something great, may not be seen in the same way from management. I can understand management having the authority to deny performance raises. However, I dont understand how we can be denied our Cost of Living raise each year. That just sounds illegal to me. We're talking about affecting people's lives. I do not like the fact that management can decrease my pay if they want to. Here again, one bad manager can have total power over his employees lives. If I say I did a good job, and he says that I didnt, then he is going to win that battle every time. I also have concerns over the agencies ability to recruit new employees. I dont see how this system makes our jobs more appealing to applicants. Under the GS system people applying for a GS 5/7/9 job knew they could expect a nice raise in their near future. Under this system for the same job, all they know is that they will start out at the bottom and may never get to the pay of a GS-9 in their carreers. Another appealing aspect of Government jobs is their stability. This system removes that stability. My final comment is that I feel a little betrayed myself by this system. I feel that current employees should have some "guarantee" towards their pay for the future. Folks should at least have the right to stay at their current level of pay. People base their personal lives on the pay they receive. If you give someone the authority to cut that pay by half, then employees have severe personal finance problems. We were hired under the GS system on their conditions and I feel we should have the ability to retain some the GS system's rights.
