Although not Perfect by any estimation the current Civil Service regulations are the result of an attempt to eliminate corruption and favortism in the Federal employment system. The new system will open the door to excesses and unfairness because human personalities will inevitably make subjective decisions. It's a shame that the Department of Defense is the driving force behind this change as an old military idom is being completely ignored. Has anyone forgotten that "To forget the mistakes of history is to be destined to repeat them."?
