After reviewing the Overview of this proposal I have the following comments. 1. The proposal sounds like a cost cutting measure, "pay bands replace pay grades" without mentioning if current salaries will remain or if reassement will occur, I suspect reassement at lower scales. Calling it "National Security" makes it relate to the current heightened awarness of our security, but the there is nothing in the document that addresses it. 2. Annual performance pay increases replaces automatic step increases. The automatic step increases were based on performance, supervisor grades performance and approves step increase, it does the same thing. What ever is saved from the removal of the automatic step increases will be spent in litigation. The overview does not cover the guidelines for job performance, what will it be based on, dollars managed, materials managed, staff managed? 3. It does seem to streamline the RIF measures which is what I suspect the real purpose of the proposed regulation.
