I believe this should first be implemented/"practiced" in the WHITEHOUSE before any place else. Let's give it a go in the WHITEHOUSE and see how it works up there then worry about us little people that are barely able to pay their bills and maintain a family without having to sacrifice many things to give their children things and maintain a household. If we are already currently having problems of over paying people that don't do as much as the next person of equivalent grade, what makes anyone think that this process will work any better when all we have is the "good old boy system" and our pay is not based upon WHAT we know but WHO we know in order to get promoted. Can you imagine how much worse it will be if a boss has a PERSONAL conflict with someone that works for them?? How is this NEW SYSTEM going to work any better than the one we've had for 50 years?? Too much POLITICS plays a very important role in moving up in the Civilian World!!
