I have been in the Federal system for 25 years. I have worked hard. Tenure has been the method of any promotion. With new proposed NSPS system, if I am working hard but my supervisor and I have differences in opinion, plus we are different races/culture which seems to make our professional views on issues of the job more complexed, will she now have leverage to reduce my existing salary or impede my next grade/step increase?
