Even with the revamped wonderful new personnel system, a lot of us (GS civil servants) feel that the "good ole boy" program will never go away. Yes, our supervisors get profile lists and stopper lists filled with the most qualified people, but in my organization alone we have a very controling flight chief who openly states he will choose the person for the next fill action. And if you're not on "his" list, you're just going through the motions when you accept interview.
