It still seems to leave the good ol boy network in place as far as performance raises being implemented. If you have a boss who has it out for you he can basically screw you over about not giving you a raise while his buddy can always count on some type of merit raise. It states this is all based on performance and not time. Who makes that determination of who gets the raises and how much? It just seems this will be a new name for the same type system we have had.
