Supervisors are a dime a dozen. They come and go like the wind, in one year I went through 4 supervisors. Now with NSPS my raises, promotions and cost of living raises are going to depend on this fly by night supervisor. I DON'T think so. How can I be diplomatic about this? Every supervisor comes with baggage. Depending on how his own background was and his regard for civilians will largely depend on the type of raise I get. Putting my life as a business woman in the hands of a supervisor is not at all kosher. I’m working for the government not one or two people. You will be opening up a huge amount of EEO complaints. But, oh, I guess your won’t hear any complaints, because, let me see? Oh, yes, the Union, we won’t have that avenue any more. Let me see, supervisor against a subordinate, oh I’m high ranking and oh, this supervisor is high ranking too. Of course, this supervisor knows what he is doing, fire that subordinate! Those 12 years of Civil Service is down the tubes. Wait they have to much Time-in-service. Oh, didn’t I mention time-in-service has no bearing anymore with the new personnel system (NSPS). I have more time-in-service then some of the supervisors have on this earth. I have seen many supervisors come in and cause an entire shop to tailor everything to their whim, even down to the actual colors of everything; this waste of money and manpower to match “a new supervisor”. The next year everything has to be a new color because it isn’t correct and never should have been that way. This new change and everything is very wrong, just because, Oh let me guess, we have another new supervisor! Ok, here we go again, it’s nice to meet you…how do you want this shop changed and also my life so they revolve around you. Welcome to NSPS. Don’t get me wrong, I enjoy working for the government or I wouldn’t be here. But, I’ve seen many things. This NSPS system is a very big mistake. Civil Service has to be governed by a larger body not by the supervisors. Let me coin a not-politically correct phrase…”Good’ol Boy System”. Believe me this system is hard and heavy in the world, whither you want to believe it or not; however it is curtailed due to the systems currently in place. Taking away our rights, with no union voice and in a room with only our supervisors to depend on is a very bad decision. Sexual harassment and buddy-buddy workers are going to be wide spread. Integrity, I’ve seen employers and employees with out standing integrity! There is no question about that, however, integrity will not even enter the relationship between a supervisor and their Civil Service employees. Supervisors will have so much power and the silent steady workers will be getting on probation, will be given jobs well below their intellect. People with supervisory-personal skills will be getting the raises and promotions. It won’t depend on the quality of work the New NSPS regulations are trying to force you to believe. It will depend on the whims and backgrounds of the supervisors. The recommendations of hiring and firing are the supervisors’ job under NSPS. Thank about it very hard, no Union support, no government support, no courts behind you, just a supervisor with a mind and an agenda as changeable as the weather. Mr. President if all you can afford to give us is cost of living raises, please give us only that. Leave us with our dignity and let us serve the Government we are proud to serve! I do not serve a supervisor I serve AMERICA!
