I am a Defense Logistics Agency Contracting Specialist Intern (GS-1102 series, pay grade-GS-11). I graduate from the 3 year program 02/24/05. I wholeheartedly support and look forward to, the proposed NSPS regulations. The last three years have afforded me the opportunity to experience, first hand, the absolute need for these regulations; needed regulations if we are to proceed effectively into tomorrow's arena. The "dead weight" in Govt. procurement is very heavy indeed. Inherent in that statement is the fact that the "dead weight" has taken years to be accumulated..hence, START AT THE TOP. And, start with the employees that have been collecting pay increases/promotions, etc. and that are incompetent at best. Please tweak the proposed reference to more "supervisory input" regarding promotions, etc. You must ensure checks and balances due to the fact that many of the "promoted" and "awarded" folks that are incompetent, are the very ones promoted and awarded by the "old school" "safe in civil service land" Supervisors. Thank you.
