Comments:
Pay Banding vice annual rates by Grade and Step. It is still not clear how the pay banding will be funded by DOD. Under annual rates by Grade and Step using the 2003 rates for a GS12 it was a 1,866 increase between steps which included cost of living increase set by President's budget. Under pay banding it sounds as if each year DOD will decide weither or not to fund performance increases. Tight budgets may result in less money for performance increases?
