Classification section ; Since civilians nurses are not in the top management positions ( these are reserved for military nurses), we will face a serious pay cap without the GS grades. I believe that this will increase the shortage of available nurses even more, there would be no benefit to remaining in the civil service. Merit promotions will also put workers at the mercy of supervisors, who may use this system to show favoritism.I have no illusions that my comments will have any effect on this process, but thank you for your time.
