I have read the rules concerning NSPS; my comment is, Managers/Supervisors will not only have work assignment flexibility (which is good), but I don't see much benefit to the employee other than those employees who are willing to go above and beyond the call of duty will be compensated. I don't see much in the regulations for any type of manager/supervisor rules to follow. In other words, I see most flexibility on the part of the manager/supervisor and not much on the employee side. I see managers/supervisor's using "the good ole boy" routine to the extreme.
