These proposed changes to the Federal Government paying system is absolutely crazy. This is very unfair to the older CSCR employees. All this boils down to you would get a raise if your supervisor likes you. You may be a very good and hard worker but if you have a personality conflict with your supervisor then your out of luck because that supervisor is going to give the raise to the one he/she does like whether they are good worker or not. I wish this pay band would happen to Rumsfeld because his performance and this (his) stupid idea would certainly put him in a no raise category and hopefully out on the street.
