To Whom it May Concern, Accountability of a supervisor or management can not be controlled. If they have favorites, the performance on paper can be met to make an individual look good. I have been with DOD for 25 years and I have seen it happen time and again. I would not encourage anyone to come into DOD with this change. The Government is having problems getting top notch individuals now, in the future this problem will not go away with this change. The problem is pay, more and more personnel are leaving base level to go where there are higher grades and better benefits (bonus at GSA).
