Performance Management--Subpart D, Performance and Behavior Accountability: At the end of the third paragraph, existing standards and regulations of ethical conduct are extended to include ". . . any behavioral expectations specifically related to the local organization." This is a bit scary. It could, for example, include a dress code or other whims of the local organizational commander. This should be stricken from the rules.
