As a supervisor who has experienced pay banding under the NAF system my concern is that I was not always given the leeway to reward employees that deserved to be rewarded unless I took a raise away from another employee. I had no employees that were unsatisfactory but wanted to give an employee a raise so he would not take a job elsewhere in the community. The only way I could do that was to punish another employee. In other words the pool of funds I had to work with for raises was not sufficient to meet the goal in my opinion. I found that over time, the pay banding was used by upper management to control the total budget and the pool of funds for raises was never more than enough to give a cost of living increase not a raise.
