I've been with the Gov't for 20 years. When I hired on, they explained the pay and promotion system to me. I accepted the job based on the pay and promotion system and the step-pay increase process that was explained to me. To change the system now is unfair because it changes the rules in the middle of the game. Me and others like me, who have many years federal service will be cheated out of Step increases and other benefits of security which motivated us to work for the federal gov in the first place. Additionally, every supervisor has his/her favorite people. The bosses' favorites will get the best pay while other hard working employees who don't get as much face time with the boss will be overlooked. Under the proposed system a supervisor will be given a budget - to reward one employee will neccessate that another employee will have to be shorted. This is not fair.
