The new system promotes the good-ole-boy club. I have been in the Federal Government for over thirty years and have seen different performance measurement systems implemented and scraped. At one time if you received an outstanding there was money attached to it. The Shipyard decided to cap the number of outstandings to 5% of the personnel within the code. What ended up happening, the system created it's own set of personnel problems. Now you want to take the same type of system, few modifications, and do the same. It did not work then and will not work now. These systems, including personnel, were built with thought and flexibility. When completely changing an entire way of doing business, somebody gains. You might want to call the new system Pay Bonding rather than Pay Banding.
