Reference Pay and Pay Administration--Subpart C; Pay Administration; Career-ladder Positions: The text reads: Employees in career-ladder positions below the full performance level will be placed in the appropriate career group, pay schedule, and entry or developmental band. What isn't expressed is how, when or if any consideration is made to assure the employee reaches --at the minimum-- the pay equivalency for the top ladder position. Next please address the how employees in Intern Positions are accommodated; especially those whose initial employment agreement with the government is a sequenced promotion (example: career ladder 7/9/11). How are the employment agreements between the government and the employee being accommodated in the new system? How are Interns assured that after accomplishing their development/training requirements their minimum pay will represent what the government promised in the employment vacancy advertisements? Will the employees, Interns, be offered a release from government service without having to repay training cost since the agreement has been changed by the government?
