Civil Service systems were designed to protect the taxpayer and important government operations from changing political climates. I believe the system you are proposing will make gov't vulnerable to more abuse, lack of oversight and discrimination. You are now telling government employees that there salary increases will be based on a performance evalution that is not written, can be arbitrarily changed by a secondary supervisor and does not give credit for years of service. I believe federal employees will feel more vulnerable and less likely to report abuses in the system, ultimately costing taxpayers. I oppose NSPS and belive it is as just power grabbing by Donald Rumsfield in the shadow of September 11. Shame on him, and all of those partaking in this scheme.
