I have a question more than a comment. How will NSPS affect people in developmental positions. I have reached my target grade, but others in my office are GS-7/9/11 develomentals and will not reach their target grade before NSPS spiral one is implemented. Will they move up pay bands, or will they be effectively "stuck" at whatever payband they are converted to when NSPS is implemented?
