General - There are so few specifics it is hard to make any comment. It seems like a sales pitch for something as yet undefined. The purpose and the overall expectations are repeated over and over, but no nuts and bolts. I do not think the case has been made for the need to change the existing system. I am a patriot and take my 26 years of civil service to this country and its security very seriously. However, just stating this process is for national security doesn't make it so. I am not opposed to change if I can see the details of the changes. I haven't seen it yet for NSPS so at best I'm undecided. I want to see specifically how employees will be evaluated and how the evaluation affects pay. What is the rating system and how will we be rated. Performance measurement - I want to know the specific requirements for performance measurement. The documentation I have read thus far has laid down the basic structure; supervisors will sit down with employees and set expectations. How is that different from now? What are the guidelines for setting expectations? How are the expectations to be evaluated? What I saw in previous NSPS documentation was a system of points and criteria’s. I don't see any of that in this documentation, has it been scrapped? I had posed questions last time about what the points are worth and how they are determined but the response was it hadn't been defined yet, has it been defined now? I see a lot of distracting hoopla but not a lot of details. Show me the details and forget the sales pitch, because I'm not buying it.
