Board, I was a GS-334/2210-12 that was effected by the RIF in Atlanta. I volunteered to take a down grade to a GS-1910-11. This change allowed me to stay in my working area of assignment. Under the inital proposed pay banding, to be eligable to earn a performance award or pay-raise, I would be required to preform work at the Top-tier. Outside of my actual point level. There are many of us IT folks that elected to change jobs to help the agency save relocation and other costs. Will this final version penalize my pay status.
