MEMORANDUM OF AGREEMENT

BETWEEN

THE DEFENSE FINANCE AND ACCOUNTING SERVICE (DFAS)

THE AMERICAN FEDERAL OF GOVERNMENT EMPLOYEES (AFGE)

LOCAL 2040 AND AFGE COUNCIL 171

31 October 2003

In the interest of fostering good labor-management relations, to resolve the issues in the Unfair Labor Practice charge Case No. WA-CA-03-0665, the parties, the Defense Finance and Accounting Service (Agency) and AFGE Local 2040/AFGE Council 171 (Union), agree to the following:

  1. The parties agree to negotiate implementation of the Common Access Card (CAC) for physical site and computer software access to the fullest extent required and/or permitted by law, to include third party proceedings.
  2. The parties agree to utilize ground rules agreed upon 31 October 2003.
  3. The parties agree to meet within forty-five (45) days to begin negotiations, unless extended by mutual agreement.
  4. The parties mutually agree that the sharing of data is of interest and benefit to the Union and Agency. To that end the Agency agrees to provide data requested by the Union prior to commencement of negotiations.
  5. The Agency agrees not to pursue further implementation of the CAC with the exception of issuing CAC to new hires, for physical site access and re-issuance of damaged or lost cards. Further, the Agency may continue installation of the PC CAC reader hardware only.
  6. The Agency agrees to send an email to all DFAS employees from Robert McNamara, Agency Co-Chair, National Labor-Management Negotiation Team, contents to be mutually agreed upon by the Co-Chairs. At a minimum, the notice will include a status update of CAC implementation and the parties commitment to bargain this issue. Such notice will be sent within 14 days of execution of this agreement.
  7. Upon execution of this agreement by both parties, the Union hereby withdraws the Unfair Labor Practice charge, Case No. WA-CA-03-0665.
