Subj.: Demand for Substantive Impact Bargaining.

Ref: (A) Section 7114 (a)(1) of 5 U.S.C.

In accordance with the reference (A), you are hereby notified; National Council 171 respectfully demands an opportunity for substantive impact bargaining. This request is based on Management’s proposed initiated change related to the review of the Accounting Business Line positions in accordance with Article 31 of the negotiated contract.

Council 171 appreciates timely notification on the above mentioned management initiated change related to review of positions in the Accounting business line, however, Council 171 respectfully reiterates it’s demand to bargain on all aspects of this review in accordance with Article 31 Section 6.

National Council 171 demands collective bargaining to the fullest extent required and permitted by law over any changes in working conditions, personnel policy, practices, procedures, or conditions of employment regarding this module.

In addition, Council 171 requests that this issue be placed on the agenda for mid-term bargaining.
