Subj.: Demand for Substantive Impact Bargaining.

In accordance with the reference (A), you are hereby notified; National Council 171 respectfully demands an opportunity for substantive impact bargaining. This request is based on Management’s proposed initiated change related to the changes in the carpool parking area and the current practice of the DFAS-issued handicapped parking permits at the DFAS Indianapolis Site.
National Council 171 demands collective bargaining to the fullest extent required and permitted by law over any changes in working conditions, personnel policy, practices, procedures, or conditions of employment regarding this change in parking practices.
In addition, Council 171 requests that this issue be placed on the agenda for mid-term bargaining.
Furthermore, Council 171 reminds the agency that parking is one of the permissible issues that the Authority recognizes the Unions right for substantive bargaining.
Please respond by December 16, 2002.
