Subj.: Demand for Substantive Impact Bargaining.

Ref: (A) Section 7114 (a)(1) of 5 U.S.C.

In accordance with the reference (A), you are hereby notified; National Council 171 respectfully demands an opportunity for substantive impact bargaining. This request is based on Management’s proposed initiated change related to the centralization of all Equal Employment Opportunity complaint processing within Defense Finance and Accounting Service to the Indianapolis site due for implementation on October 01, 2003.

National Council 171 demands collective bargaining to the fullest extent required and permitted by law over any changes in working conditions, personnel policy, practices, procedures, or conditions of employment regarding this centralization.

In addition, Council 171 requests that this issue be placed on the agenda for mid-term bargaining.

Please respond by September 22, 2003.
