In accordance with the reference (A), you are hereby notified; National Council 171 respectfully demands an opportunity for substantive impact bargaining. This request is based on the proposed change in the way applicants are notified of positions concerning the DFAS Resume Builder due for implementation on or around October 2002.
National Council demands to bargain to the fullest extent required and permitted by law over any changes in working conditions, personnel policy, practices, procedures, or conditions of employment regarding this change in notification to applicants concerning Resume Builder.
In addition, we request you cease and desist implementation of this change until the National Council has had an opportunity for collective bargaining in accordance with 7114(a)(1).
Please respond by September 18, 2002.
