In accordance with the reference (A), you are hereby notified; National Council 171 respectfully demands an opportunity for substantive impact bargaining. This request is based on the newly implemented pay guide effective in and around May 2002.

National Council demands to bargain to the fullest extent required and permitted by law over any changes in working conditions, personnel policy, practices, procedures, or conditions of employment regarding the new pay guide despite the fact the guide is in effect.

Please respond by May 14, 2002.
