In accordance with the reference (A), you are hereby notified; National Council 171 respectfully demands an opportunity for substantive impact bargaining. This request is based on Management’s proposed initiated change related to the realignment of two employees in the Military Pay Operations at the DFAS Indianapolis Site.

National Council 171 demands collective bargaining to the fullest extent required and permitted by law over any changes in working conditions, personnel policy, practices, procedures, or conditions of employment regarding this realignment.

In addition, Council 171 requests that this issue be placed on the agenda for mid-term bargaining.

Please respond by November 26, 2002.
