In accordance with the reference (A), you are hereby notified; National Council 171 respectfully demands an opportunity for substantive impact bargaining. This request is based on Management’s proposed change related to the realignment of the command and control of DFAS Charleston employees supporting DAPS from DFAS Charleston to DFAS Columbus.

National Council 171 demands collective bargaining to the fullest extent required and permitted by law over any changes in working conditions, personnel policy, practices, procedures, or conditions of employment regarding this initiated change referencing the realignment of DAPS from Charleston to Columbus.

In addition, council 171 requests that this issue be placed on the agenda for mid-term bargaining.
