Subj.: Demand for Substantive Impact Bargaining.

Ref: (A) Section 7114 (a)(1) of 5 U.S.C.

In accordance with the reference (A), you are hereby notified; National Council 171 respectfully demands an opportunity for substantive impact bargaining. This request is based on Management’s proposed change related to the centralization and realignment of the civilian PCS travel processing pay function from Indianapolis, including field sites Lawton, Orlando, Rock Island, Rome, Saint Louis, and San Antonio, to a central site at DFAS-CO.

National Council 171 demands collective bargaining to the fullest extent required and permitted by law over any changes in working conditions, personnel policy, practices, procedures, or conditions of employment regarding this initiated change referencing this centralization/realignment.

In addition, Council 171 requests that this issue be placed on the agenda for mid-term bargaining.
